Municipal Utility Project

What to expect from the Village and the project contractor?

  • PTS Contractors, the Village’s contractor, is expecting to start the project near the Post Office and work their way west to 100th Avenue.
    Trenches will be dug in the roadway to install the water main.
  • PTS Contractors will be in touch with residents as they approach to let them know when they need to cross their driveway. If work is to be done in front of a resident’s driveway, then PTS will attempt to make contact with said resident to coordinate access. If PTS needs to close a driveway to lay the water main, then it is not expected to take more than a few hours.
  • Curb Boxes, the connection from the water main to the residence, will be installed within one foot of the designated right-of-way. PTS will designate flags indicating the location of Curb Boxes. If a resident would like a location to be adjusted, then contact the Village as early as possible.

I want to connect, what do I do?

Residents planning to connect to municipal water will need to hire a private contractor to install and connect a private water lateral from the Curb Box to the house. If contacted early, the contractor should be able to recommend what size meter to install at the residence and can coordinate the placement of the Curb Box with the Village or PTS Contractors.

A Plumbing Permit is required for the work. The application form is available here.

Once the work is completed, the private contractor will be required to disconnect the private well from the water service to the house. At that time, the Village of Somers Public Works Department will install a water meter and verify that the water connection has been made properly. If a resident would like to keep their well for irrigation purposes, then please see instructions below.

The Village prohibits installing a private water lateral without connecting to municipal water service.

Mandatory Connection

While encouraged, properties adjacent to 12th Street Water Main Extension are not required to install a private water lateral and to connect to the municipal water system. However, if a private well fails, then the owner will be responsible for disconnecting it from the home and connecting it to the municipal water system. Ordinance 13.48 reads as follows:

§ 13.48 COMPULSORY HOOK-UP

All new construction of houses, buildings or properties used for human habitation, occupancy, employment, recreation, business or any other purposes, situated within the Water Utility District and abutting on any streets or right-of-way in which public water is located, or in which the extension of public water may be deemed feasible by the Utility shall be required to connect to such public water supply at his expense. In addition, the owner of any house, building or property used for human habitation, occupancy, employment, recreation, business or any other purpose, situated within the Water Utility District which is serviced by a private well which fails, where such property abuts on any street or right-of-way in which public water is located, or in which the extension of public water may be deemed feasible by the Utility, is hereby required to connect to such public water supply at his expense within 12 months after date of official notice to do so.

What to expect once connected to the municipal water system

After connecting, residents will start receiving quarterly bills for water usage from the Village. In addition to usage, fees will include a meter fee (based on the size of the meter installed) and a Fire Protection fee to helps cover the cost of maintenance of Village fire hydrants.

Residents should already be familiar with the quarterly sewer fee. This will not change when properties are connected to municipal water.

Well permit and Inspection

As long as the well is functional, residents who connect to the municipal water system can continue to use their well for irrigation purposes only.
The Wisconsin Department of Natural Resources mandates well inspections and testing for property with a well and water service. Property owners who do not abandon their well will be subject to those regulations which require testing and inspections every 5 years. If you do not hook up to the water service and operate on only a well, you do not need to participate in the well registration program.
The cost of the Village’s Plumbing Permit to install new water service is:

  • ¾” Water Meter Horn: $170 (if your plumbing contractor recommends a larger size, please check with the Building Inspector for cost)
  • Water Service Lateral $65 plus $.50 per ft for each ft over 100 ft
  • Well Registration if you are keeping your well – $35

If you choose to abandon your well, the work must be completed by a DNR authorized Well Filling and Sealing contractor. A list maintained by the DNR can be found here: DNR Well Abandoners.

The permit fee to abandon a well is $65.
