Somers seeks applicants for Utility Superintendent
The Public Works Utility Superintendent is a full-time, non-represented management position responsible for assisting the Public Works Superintendent in the overall administration and operation of the Village’s water, wastewater, stormwater, and related Public Works functions. The position provides operational and staff oversight while coordinating regulatory compliance, utility budgeting and financial planning, capital improvement planning, infrastructure and asset management, project management, development review, GIS activities, and technical coordination with engineers, consultants, contractors, and other agencies.
The position exercises independent judgment within established authority and is responsible for supporting the safe, reliable, and efficient operation of municipal utility systems. The Utility Superintendent helps develop annual and long-term utility budgets and capital plans, ensures compliance with applicable laws, regulations, and operating standards, and works to maintain and improve the Village’s utility infrastructure and preserve its long-term value.
The position receives directions from the Public Works Superintendent and provides direct, advisory, or indirect supervision and coordination of Public Works employees, consultants, and contractors. The Utility Superintendent works collaboratively with Public Works staff, Village engineers, other departments, and external agencies to support effective delivery of municipal utility services and Public Works programs.
Qualification Requirements
- Maintain State of Wisconsin DNR Municipal Waterworks Operator Certification, class Distribution Grade 1.
- Possession of a valid Class “A” CDL driver’s license with combination endorsement
- Confined Space Entry training and certification desired pre-employment or ability to obtain post-employment.
- Excavations Safety/Competent Person Certification desired, pre-employment or ability to maintain post-employment.
- First Aid and CPR training and certifications.
- Annual Bloodborne Pathogen Certification.
- Annual Lockout / Tagout Training.
- Personal Protective Equipment Training.
- WIS DOT WISLR Certification desired, pre-employment or ability to maintain post-employment.
Education and/or Experience
- Bachelor of Science Degree in Engineering, Civil or Environmental preferred or related field desired.
- Minimum of 3-5 years’ increasingly responsible experience in water/wastewater operations, including at least 1 year of supervisory experience or an equivalent combination of education, training, and experience.
SKILLS AND ABILITIES:
- Intermediate to advanced knowledge of mechanical equipment of a sanitary sewer system and SCADA control system.
- Understanding of water and wastewater field operations, budgeting, and management activities.
- General knowledge of utility locating procedures. Oversee and participate in the daily responsibilities of our locating operations.
- Ability to read, interpret and apply federal, state, and local rules and regulations as they apply to sanitary sewer and water systems; ability to read, understand and process routine and complex information provided in written form.
- Provide good customer service and to communicate courteously and responsively and provide effective and efficient service to the public and co-workers.
- Determine the most cost-effective operation of water/wastewater utilities.
- Establish and maintain effective working relationships with employees, officials, contractors, consultants, vendors, customers and the public.
- Ability to utilize the computer software program “GIS,” for managing all aspects of public infrastructure.
- Working knowledge of Microsoft Office 365 and applications as well as a variety of software applications and hardware use including utilization of internet and file management.
- Ability to respond professionally and effectively to unforeseen changes in priorities.
- Must be able to function independently and make decisions based on sound judgment affecting areas of responsibility.
- Foster innovative ideas and streamlines operations to provide meaningful value for customers and the community.
RESIDENCY
Due to need for emergency response residency within the Village/Town is encouraged.
WORK SCHEDULE
This position is located at Village/Town Hall in Somers. Standard shift hours are 7 a.m. to 3:00 p.m. from Labor Day to Memorial Day, and 6:30 a.m. 2:30 p.m. from Memorial Day to Labor Day. Some evening and weekend work is required. As needed the Utility Superintendent will attend Village work session or regular meetings on Tuesdays at 5:30 p.m.
